Can I put fish in my tank when it is cloudy?

I got a 35 gallon fishtank and when i first filled it the water was clear now it is cloudy. I think I may have not rinsed the gravel good enough. The nitrates and ph is ok I was wondering if I could still buy fish and add them to a cloudy tank and will this ever clear up?
