200r4 2004r trans Issues?

I have a rwd caddy with 2.56 gear. My trans shifts at 2,000-2,400 rpms even when floored with no kickdown. YES the TV cable has been adjusted. Also my speedo only works if rolling in neutral. Its a 2004R. Ever herd of these 2 problems.
