How to ist vagabonds in U.S. cities, once and for all?

People have been wandering the streets in U.S. port cities for a long time. Things got much worse when mental hospitals contracted in the 1960s, families declined, and Vietnam war veterans returned. Public spaces have often been rendered unusable by the general public when vagabonds take over. To better deal with the issue, return public property to the public, and humanely benefit the vagabonds themselves, should they be forcibly put to work in a forward-thinking boot camp, isted in returning to normal society, monitored and revisited until they do so? Is it a good expenditure of public dollars to do this?
